Yeah it's pretty safe to say that is Phil. It looks like his style but really hard to see an ID for sure.

That clip is the one from the famous picture of Phil Curtiss at Mavericks. I saw it years ago and this the first time I've seen it since then. The two times most of his board leaves the water makes this takeoff so incredibly difficult. Fun to see him make the drop and then come out on the unbroken face!
