Actually what it is is bad karma coming back to the surfers of that surf spot. I read about it in the Surfers Guide, supposedly it has the worst localism in the whole USA.
Perhaps the landlord is treating the surfers like the surfers treat visitors.

I have good friend who has been up there on a xmas + break doing some surfing, he was there, he is a little shaken from the experience..."so to speak"
but he did say
"they forgot to mention that she was swimming on the edge of a boating channel, with dark clouds of bait fish being hearded by salmon, being hearded by guess what? in close proximity to where she was swimming"
heavy way to go

It's an exaggerated shark graphic that is stuck to the bottom of the surfboard to repell curious sharks.
Apparently tested in the waters off Port Lincoln with 100% success;
the only way that a shark would nudge the test boards was if fish oil was tipped over it. Damn, I'll have to stop using that fish oil moisturiser

Hmmmmmmm..false sense of security may not be the best of ideas.On the other hand,there may be a bit of sense to the graphics.

Shark deterrents
At the risk of being laughed off the site... here goes:
Sharks are known to fear and avoid the Yellow Bellied Sea Snake. That particular sea snake is common to tropical waters. The venom of this snake is deadly, period. My guess is that sharks are somehow "hard wired" to sense this. That said, perhaps applying a curvy yellow line along the axis of the bottom of one's board would act as a deterrent. Problem is... there is no way of knowing 'cuz the sharkies are not about to surface to let us know they do not appreciate the graphics
