I drove out to the coast from Portland. On a weekend that I was stuck up there with work. Plenty of surf to be had. You will want thick rubber and a car without Cal license plates. I just looked for cars along the road with boards or racks. Everyone I met was frendly. I went as far soulth as Logan.

He lives in Seaside Oregon.
It has one of the best left points on the entire West Coast.
It is very "localized", maybe he'll welcome you with open arms as a fellow Kneeboard Surfer.
I'm sure he knows all the other great spots up that way.

In general anywhere in O califorians are frowned at. Add surf cult-ure and  Look at what happened to Laird Hamilton's XXL wave quest crew. Another surfer cool one from Cal not so much. In the water you are fine. It is your ride I would worry about.

I've lived in many different states...and ALL of them have an extremely dim view of Californians. My advice is when traveling out of Cali, it is best to not advertise. Borrow your parents' car, get a rental, or remove the Cali tag from your ride.

If asked where you're from, do not lie, and show some humility.

Same rules of surf travel apply everywhere...do not rock up to a break with more than 2 people (you and a buddy), don't blast your music while suiting up, try to do without your "Team" boards and wetsuits, and calmly wait your turn in the lineup.

Surfing is simple, ain't it?

I have been to Seaside, pulled into the locals only parking lot in an Oregon plated Pick-em-up truck without any surf gear. It was still a pretty heavy vibe, don't wanna breakup any deals.
